  • ISU BEKALAN GULA DI PANTAI TIMUR

    Penerimaan operasi bersepadu OPS MANIS merupakan salah satu kawalan di peringkat Kementerian untuk mengenal pasti punca asas dan penyelesaian yang berdaya maju bagi isu kekurangan gula. Selain itu, penguatkuasaan OPS MANIS adalah strategi serampang dua mata untuk membaiki gangguan bekalan gula di semua peringkat rantaian bekalan, memastikan “pembelian panik” tidak berlaku, memastikan setiap peniaga mengamalkan pematuhan undang-undang, memantau kewujudan inventori stok penimbal gula (stockpile) di kilang atau gudang penyimpanan, dan memastikan tiada isu penyeludupan gula ke negara jiran.

    Untuk makluman, penubuhan Pasukan Petugas Khas bagi menangani isu kekurangan bekalan gula telah ditubuhkan pada 3 Mei 2023. Sehubungan itu, pelaksanaan operasi bersepadu OPS MANIS 2023 telah dilancarkan bermula 3 Mei 2023 sehingga 9 Mei 2023 (tempoh 7 hari pelaksanaan).

    Aduan kekurangan bekalan telah diterima oleh Kementerian Perdagangan Dalam Negeri dan Kos Sara Hidup bermula 23 Mac 2023 iaitu pada awal bulan Ramadan dan kekurangan bekalan gula ini semakin meningkat menjelang Hari Raya Aidilfitri yang jatuh pada 22 April 2023. Kementerian telah mengambil tindakan segera diatas semua aduan yang diterima dan berhubung dengan wakil pengilang gula utama iaitu syarikat MSM dan CSR.

    Pada 2 Mei 2023 perbincangan khas mengenai isu bekalan gula telah diadakan yang dipengerusikan oleh YBhg. Datuk Azman Bin Mohd Yusof , Ketua Setiausaha KPDN bersama Ketua Kumpulan Komersial Syarikat MSM, Tengku Haidar Tengku Ahmad dan Ketua Eksekutif Syarikat CSR, Encik Mohamad Zuki Wan Abdullah. Hasil perbincangan khas tersebut, pihak pengilang telah memberi jaminan bahawa keadaan kekurangan bekalan akan dipulihkan semula dan memaklumkan tiada pemotongan kuota bekalan kepada pihak pemborong. Kekurangan bekalan gula berkemungkinan disebabkan cuti panjang pekerja syarikat pengilang atau Distribution Centre (DC) sempena Hari Raya Aidilfitri.

    Hasil pelaksanaan OPS MANIS yang dilancarkan bermula 3 Mei 2023 sehingga 6 Mei 2023 mendapati isu gangguan bekalan yang berlaku semakin pulih. Pemborong-pemborong utama di kedua-dua negeri telah menerima bekalan daripada pengilang secara berperingkat untuk diedarkan kepada pemborong dan peruncit di seluruh Kawasan.

    Hasil laporan data OPS MANIS yang diterima menunjukkan peningkatan stok penerimaan gula bagi kedua-dua negeri dengan anggaran peningkatan sebanyak 36% dalam 4 hari sahaja berbanding anggaran purata penerimaan gula bagi negeri Kelantan adalah sebanyak 400MT seminggu dan bagi negeri Terengganu sebanyak 300MT seminggu (Asas rujukan data: Laporan Mingguan Pengeluaran dan Pengedaran Pengilang MSM dan CSR). Manakala, dengan pelaksanaan OPS MANIS juga didapati aduan-aduan yang diterima semakin berkurang dan menurun kepada purata 1 aduan bagi sehari pemeriksaan sahaja. Petugas Khas juga melaporkan tiada kes diambil keatas peniaga kerana tiada kesalahan sorok, enggan menjual barang kawalan atau lain-lain kesalahan ditemui. Sehingga 6 Mei 2023, sebanyak 132 pemeriksaan telah dilaksanakan di negeri Kelantan dan 224 pemeriksaan telah dilaksanakan di negeri Terengganu.

    Pengguna dinasihatkan agar tidak panik dan membuat pembelian sesuai dengan keperluan semasa. Manakala bagi pengguna industri, mereka digalakkan untuk membeli gula yg bersaiz 50 kg bagi mengelakkan kekurangan gula bersaiz 1kg dan 2 kg dipasaran.

    Sekiranya mana-mana pihak ditemui melakukan kesalahan, individu atau syarikat tersebut boleh dikenakan tindakan dibawah Akta Kawalan Bekalan 1961 & Akta Kawalan Harga & Antipencatutan 2011.

    Akta Kawalan Bekalan 1961: (a) Bagi individu boleh dikenakan denda tidak lebih RM 1 juta atau dipenjarakan tidak lebih 3 tahun atau kedua-duanya sekali. Untuk kesalahan kali kedua, boleh didenda tidak melebihi RM 3 juta atau dipenjara tidak melebihi 5 tahun atau kedua-duanya sekali. (b) Manakala bagi syarikat, boleh didenda tidak melebihi RM 2 juta dan untuk kesalahan kali kedua dan seterusnya, boleh didenda tidak melebihi RM 5 juta.

    Akta Kawalan Harga & Antipencatutan 2011 (a) Bagi individu boleh dikenakan denda sehingga RM 100,000.00 atau dipenjarakan tidak melebihi 3 tahun atau kedua-duanya sekali atau boleh dikompaun RM 50,000.00 (b) Manakala bagi syarikat boleh didenda sehingga RM 500,000. 00 atau dikompaun sehingga RM 250,000.00.

    Pelaksanaan OPS MANIS selama 4 hari bermula 3 Mei 2023 sehingga 6 Mei 2023 telah memberikan impak positif dalam menangani isu kekurangan bekalan gula yang berlaku di negeri Kelantan dan Terengganu. KPDN akan sentiasa komited mempergiatkan serta mempertingkatkan kawal seliaan dan operasi ke atas pengedaran barangbarang kawalan di seluruh negara bagi memastikan bekalan barang kawalan untuk kegunaan rakyat Malaysia sentiasa mencukupi dan tidak berlaku ketirisan barang-barang kawalan bersubsidi yang akan merugikan negara.

  • Following the special screening of “Anwar, The Untold Story,” the PM makes a commitment to keep combating corruption

    After watching his own movie, “Anwar, The Untold Story,” at a special media and VIP screening event at the Dadi Cinema Pavillion KL last evening, Prime Minister Datuk Seri Anwar Ibrahim was incredibly moved. Yusrych Global Sdn Bhd is the publisher of “Film Anwar: The Untold Story,” and DMY Creation is the authorised distributor.

    The Prime Minister relived the memories of his struggle to fight injustice and corruption through the one-hour 30 minutes film directed by Indonesia’s Viva Westi who also attended the special screening event.

    Anwar who held a press conference with the local and international media after watching the film said it was overwhelming to look back at a crucial part of his life but credited the actors and director for keeping it real.

    “This is a story that must be told, the battle against corruption continues. Now that I am prime minister, I want to save this country and fight corruption and fight them hard,” he said to a round of applause.

    The film set between 1993 and 1998 revealed Anwar’s time as Malaysia’s Deputy Prime Minister and Finance Minister and highlighted his struggle to consistently and decisively oppose corrupt practices but ended up in prison.

    Local Malaysian actor Farid Kamil Zahari played the lead role as Anwar Ibrahim while famed Indonesian actress Acha Septriasa played the role of Datuk Seri Dr Wan Azizah Wan Ismail.

    The event was organised by DMY Creation, the established company is also the official distributor for ‘Anwar, The Untold Story’.

    Anwar watched the film with his close family members along with the company of VIPs including those from the entertainment industry, political figures and celebrities

    A total of 1,870 guests including 500 local and international press members watched the film in 13 specially dedicated halls.

    Among those who attended the event were Dr Wan Azizah Wan Ismail, Malaysia’s songbird Datuk Seri Siti Nurhaliza, Communications and Digital Minister Fahmi Fadzil, musician, actor, and artist Datuk M Nasir, veteran actress and producer Fauziah Ahmad Daud, DMY Creation’s founder and chairman Datuk Mohamed Yusoff, prolific lyricist and scriptwriter Habsah Hassan, local film producer Datuk Yusof Haslam and popular filmmaker Datuk David Teo among others.

    Also at the event was the executive chairman of Kuala Lumpur Pavilion Sdn Bhd Puan Sri Cindy Lim, Yusrych Global Managing Director Yusry Makmor.

  • PIHAK POLIS RAJA MALAYSIA BERJAYA MEMUSNAHKAN PERCUBAAN PENYELUDUPAN DIESEL SUBSIDI BERNILAI RM 1.05 JUTA

    Kementerian Perdagangan Dalam Negeri dan Kos Sara Hidup (KPDN) melancarkan OPS TIRIS pada 1 Mac 2023, dan ia akan berlangsung sehingga 31 Ogos 2023. Matlamatnya adalah untuk memerangi kecurian dan penyeludupan minyak diesel bersubsidi, yang telah merugikan kerajaan. wang yang banyak dan menghalang mereka yang memerlukannya daripada menerimanya. Dalam setiap operasi berkaitan, termasuk OPS BERSEPADU dan OPS TIRIS, KPDN bekerjasama dengan semua organisasi penguatkuasa undang-undang tempatan, termasuk Polis Di Raja Malaysia (PDRM), Angkatan Tentera Malaysia (ATM), dan Jabatan Kastam Malaysia.

    Baru-baru ini pada 28 April 2023 di Bukit Kayu Hitam, satu (1) kes berkaitan penyeludupan minyak diesel bersubsidi telah dikesan dan diambil tindakan oleh pihak PDRM melibatkan pasukan dari Bukit Aman. Pihak PDRM telah membuat serbuan di sebuah premis pemborong minyak diesel di Kawasan Perindustrian Bukit Kayu Hitam, Kedah.

    Dalam operasi tersebut, PDRM telah menahan sembilan (9) orang suspek yang mana tiga (3) orang merupakan lelaki warga tempatan, manakala enam (6) orang lagi merupakan warganegara Thailand yang 2 ketika itu sedang mengisi minyak diesel bersubsidi di premis berkenaan. Pihak PDRM seterusnya bertindak menyita minyak diesel yang di anggarkan sekitar 135,760-liter dengan nilai rampasan RM291,884.00. Tujuh (7) buah lori turut disita di mana salah sebuah dari nya bernombor pendaftaran tempatan. Baki enam (6) buah lagi merupakan lori bernombor pendaftaran Thailand.

    Antara barang-barang lain yang turut disita semasa operasi tersebut termasuklah sepuluh (10) unit skid tank, tiga (3) unit mesin pam minyak, lapan (8) unit nozzle pump, dua (2) unit tangki silinder, wang tunai sebanyak THB Thailand 192,902, tujuh (7) unit kunci kenderaan, dua (2) unit alat kawalan jauh dan beberapa dokumen berkaitan. Anggaran nilai rampasan keseluruhan adalah sebanyak RM1.057 juta. Kesemua suspek telah ditahan bagi mendapatkan perintah reman untuk siasatan lanjut.

    KPDN mengambil kesempatan ini untuk merakamkan jutaan terima kasih kepada pihak PDRM dan agensi-agensi penguatkuasaan yang lain di atas kerjasama yang diberikan dalam mengekang penyelewengan minyak diesel dan barang-barang kawalan lain di negeri-negeri sempadan terutamanya di negeri Kedah.

    Siasatan dijalankan dibawah Seksyen 21 Akta Kawalan Bekalan 1961 dan dibaca bersama Peraturan 9 (2) Peraturan-Peraturan Kawalan Bekalan 1974. Sekiranya disabitkan dengan kesalahan di bawah Akta ini boleh dikenakan penalti seperti berikut;

    • Bagi mana-mana orang perseorangan; didenda tidak melebihi RM1 juta (satu juta ringgit) atau penjara tidak melebihi tiga (3) tahun atau kedua-duanya sekali. Bagi kesalahan yang kedua, didenda tidak melebihi RM3 Juta (tiga juta ringgit) atau penjara 3 tidak melebihi lima (5) tahun atau kedua-duanya sekali;
    • Bagi pertubuhan perbadanan, didenda tidak melebihi RM2 juta (dua juta ringgit) dan bagi kesalahan yang kedua didenda tidak melebihi RM5 juta (lima juta ringgit).

    Berdasarkan statistik penguatkuasaan OPS TIRIS dari 1 Mac hingga 28 April 2023, sebanyak 495 pemeriksaan telah dilakukan di seluruh negeri Kedah. Daripada jumlah itu sebanyak 24 kes telah dihasilkan melibatkan nilai rampasan keseluruhan berjumlah RM2,667 juta.

    KPDN ingin memberi amaran keras dan menegaskan bahawa Kementerian tidak akan berkompromi dengan mana-mana pihak yang didapati terlibat dalam sindiket dan aktiviti penyelewengan barang-barang kawalan ini. Tindakan tegas akan diambil termasuklah mendakwa mereka di mahkamah berdasarkan peruntukan undang-undang di bawah Akta Kawalan Bekalan 1961 (Akta 122) dan Akta Pencegahan Penggubahan Wang Haram, Pencegahan Pembiayaan Keganasan dan Hasil Daripada Aktiviti Haram 2001 (AMLATFPUAA) (Akta 613). Jika disabitkan dengan kesalahan di bawah Akta 613 ini boleh dipenjarakan selama tempoh tidak melebihi 15 tahun dan juga boleh didenda tidak kurang daripada lima kali ganda jumlah atau nilai hasil daripada aktiviti haram atau peralatan kesalahan itu pada masa kesalahan itu dilakukan atau lima juta ringgit yang mana lebih tinggi.

    Kementerian Perdagangan Dalam Negeri dan Kos Sara Hidup (KPDN) melaksanakan OPS PANTAU 2023 sepanjang Ramadan, yang bermula pada 23 Mac 2023 dan berakhir pada 21 April 2023, bagi memastikan pengguna mempunyai cara yang selesa dan mudah untuk mendapatkan bekalan makanan dan lain-lain. barangan keperluan harian dengan harga yang berpatutan.

    OPS PANTAU 2023 yang telah dilaksanakan antara lain bertujuan memastikan tahap pematuhan yang tinggi oleh semua peniaga serta mewujudkan persekitaran perdagangan yang kondusif di samping membantu rakyat Malaysia MADANI mengurangkan impak peningkatan kos sara hidup terutamanya sepanjang bulan Ramadan lalu dan persediaan sambutan Hari Raya Aidilfitri.

    OPS PANTAU 2023 telah dilaksanakan secara seragam dan berfokus di seluruh negara dengan lokasi tumpuan seperti Bazar Ramadan, Bazar Aidilfitri, pasar awam, pasar basah, pasar raya besar, pasar raya, kedai runcit dan aktiviti penjualan secara dalam talian. Pemeriksaan di bawah OPS PANTAU 2023 ini antara lain memfokuskan pemantauan ke atas beberapa perkara antaranya berkaitan bekalan barang, harga barang, jualan murah, alat timbangan, penjualan barang tiruan/cetak rompak, Skim Harga Maksimum Musim Perayaan (SHMMP) Hari Raya Puasa (HRP) Tahun 2023, isu halal dan penjualan barang-barang keperluan Hari Raya Aidilfitri.

    Berdasarkan statistik OPS PANTAU 2023 yang bermula pada 23 Mac 2023 sehingga 21 April 2023, sebanyak 66,701 premis telah diperiksa di seluruh negara dan daripada jumlah pemeriksaan tersebut, sebanyak 374 kes telah dihasilkan atas pelbagai kesalahan dengan nilai kompaun berjumlah RM60,200.00. Sebanyak 1,127 aduan oleh pengguna juga telah diterima dalam tempoh yang sama.

    KPDN akan terus menggiatkan aktiviti penguatkuasaan dan pemantauan setiap hari di seluruh negara serta mengingatkan semua peniaga agar terus mematuhi segala perundangan yang dikuatkuasakan Kementerian, meskipun OPS PANTAU 2023 telah tamat tempoh pelaksanaannya bagi mengelakkan daripada dikenakan tindakan tegas.

    Kementerian juga ingin mengucapkan terima kasih kepada peniaga yang sentiasa memberikan kerjasama dan mematuhi perundangan yang telah ditetapkan oleh Kerajaan sepanjang pelaksanaan OPS PANTAU 2023 kerana tindakan kes pada tahun ini juga menunjukkan penurunan berbanding pada tahun sebelumnya.

  • On World Asthma Day, communities get together to promote asthma management.

    Asthma is one of the most prevalent respiratory conditions in Malaysia and has been steadily increasing. In Malaysia, the estimated prevalence of asthma has risen in recent years from 6.4% to 9.4% in children aged 6-7 years old and from 9% to 13% in children aged 13–14 years old.¹ Asthma Malaysia and AstraZeneca have once again teamed up to organise the brand-new “Breathe Better” public campaign at the 1 Mont Kiara mall, in conjunction with World Asthma Day, in light of the rising number of asthma patients in Malaysia and the growing need to educate the public on asthma management.

    The event was designed to bring awareness to the public on the significance of managing asthma effectively. It was officiated by Dr. Helmy Haja Mydin, Consultant Respiratory Physician and co-founder of Asthma Malaysia, Dina Nadzir, Malaysian Singer, Radio Announcer, Actress, and Television Presenter; and Ashwini Saha, Country Medical Director and Asia Area Cardiovascular Metabolism Medical Therapeutic Area Lead, AstraZeneca.

    Themed ‘Take Control of Your Asthma’’, the campaign was aimed at educating attendees on the importance of utilising controller medication for the management and treatment of asthma symptoms over the long term, rather than relying solely on reliever medication.

    Speaking on the Breathe Better campaign, Dr. Helmy said, “It is crucial to increase the knowledge and awareness of the public on how to manage asthma. Getting diagnosed early is vital in order to prevent attacks that can be both disabling and draining. Early and proper control with appropriate medication will not only prevent severe illness, but improve one’s quality of life especially in the face of haze and ongoing risks of respiratory infections.”

    “This campaign also serves as an opportunity for healthcare professionals and individuals with asthma to come together and share their experiences and insights with the aim of improving asthma care and management in Malaysia,” Dr. Helmy added.

    Asthma can be classified as mild, moderate and severe. Based on the severity, patients would require different types and dosage of medication to control their condition. Each level requires different types of treatment in asthma management. Severe asthmatic patients need special attention as they are more prone to having frequent asthmatic attacks despite being skilful at administering the inhaler correctly.

    According to Dr. Helmy, public awareness towards the three different levels of severity is still low.  “It is important to remember that most patients with asthma can have a normal life with the right inhaled therapy. For a smaller group of patients with severe asthma, there are more personalised options which will require modification based on individual needs”, Dr. Helmy further explained.

    In Malaysia, the number of deaths due to asthma in 2014 was 1,700 cases. However, experts believe that the vast majority of deaths due to asthma can be avoided if early and proper treatment is given.²

    The World Asthma Day 2023 celebration at 1 Mont Kiara featured educational games and an exhibition that showcases key educational messages about asthma, serving as a vital platform for the public to further understand and gain first-hand information of this respiratory disease. The event also included sessions on asthma sharing by local artist Dina, along with interactive gaming booths and a colouring competition to engage the younger participants. The event attracted around XXX attendees over the course of two days.

  • UNIMAS and the Government of Sarawak are hosting a global conference on education, research, and collaboration to advance public health.

    After being selected to host the 54th Asia Pacific Academic Consortium for Public Health (APACPH) Conference in 2023, Universiti Malaysia Sarawak (UNIMAS) and the Sarawak Government are now paving the way for the advancement of global public health with the assistance of Business Events Sarawak (BESarawak). Due to its effective community and public health initiatives, Sarawak has attracted attention from throughout the world.

    The conference is set to take place from 30 October to 1 November 2023 at Borneo Convention Centre Kuching with an expected crowd of 800 public health experts, practitioners and industry collaborators from across the world. The main organiser, Asia Pacific Academic Consortium for Public Health has entrusted UNIMAS as the local host; while the Ministry of Public Health, Housing and Local Government Sarawak, Sarawak State Health Department, and BESarawak are supporting the conference.

    One of Sarawak’s biggest challenges is having to meet the public healthcare needs of 3 million people; concentrated in its urban districts and dispersed throughout the rural areas. The Sarawak Government has already made significant efforts to meet the demand with efforts such as forming the Sarawak Disaster Management Committee, building the Sarawak Heart Centre, and investing RM200 million ($45 million) in the Sarawak Infectious Disease Centre. The government is also in talks with the Ministry of Health Malaysia to open a cancer care centre.

    “Public health is extremely important. It goes beyond preventing and responding to diseases — it is about giving everyone access to the right healthcare services and facilities to improve their quality of life and live longer,” said The Honourable Dato Sri Professor Dr Sim Kui Hian, Sarawak’s Deputy Premier and Minister for Public Health, Housing and Local Government. “The government has spent decades focusing on the improvement of healthcare and medicine but today, we are facing new challenges that need more research, collaboration and innovation.
