PUTRAJAYA, 9 July 2026 — The National Cyber Security Agency (NACSA) and Huawei Technologies (Malaysia) Sdn Bhd (Huawei Malaysia) have strengthened their collaboration through a Memorandum of Understanding (MoU) aimed at supporting Malaysia’s cybersecurity and cryptology initiatives, including areas such as artificial intelligence (AI) security and digital sovereignty.
The MoU exchange, witnessed by Prime Minister YAB Datuk Seri Anwar Ibrahim, took place on the sidelines of the second NACSA Cyber Security Summit (NCSS) 2026 at the Putrajaya International Convention Centre (PICC). The partnership is expected to provide a platform for greater information sharing, technical discussions and potential joint research, while also supporting training, capacity building and innovation and technology development.
Through the collaboration, NACSA and Huawei Malaysia will also seek to strengthen mutual understanding of legislative and technical requirements related to cryptology, which encompasses encryption, authentication and other techniques used to secure communications and protect data. The partnership is also set to explore cooperation in AI security and digital sovereignty, including policy dialogue, governance frameworks and technical considerations in accordance with applicable laws and regulations.
As AI becomes increasingly integrated into critical sectors, the collaboration is intended to support the development of robust governance frameworks and safeguards for critical infrastructure and essential services. These efforts are expected to contribute towards the secure and responsible adoption of emerging technologies while addressing evolving cybersecurity risks.
Huawei Malaysia Cyber Security and Privacy Protection Officer Lee Han Ther said closer cooperation between government and industry is important as cyber threats continue to evolve in both scale and sophistication. He added that the collaboration with NACSA would bring together global expertise and local capacity building to support Malaysia’s cyber defences, promote secure and responsible AI adoption and contribute to a trusted and resilient digital ecosystem.
Under the partnership, NACSA, as Malaysia’s national lead agency for cybersecurity under the National Security Council in the Prime Minister’s Department, will lead the cooperation, while Huawei Malaysia will serve as a technology enabler. The initiative aligns with NACSA’s responsibility for safeguarding the country’s National Critical Information Infrastructure (NCII) and coordinating national efforts to address cyber threats.
The MoU exchange was held as part of NCSS 2026, which took place from 7 to 9 July 2026. Hosted by the government through the National Security Council and led by NACSA, the summit serves as a national platform for advancing Malaysia’s cybersecurity agenda. Building on its inaugural edition in 2024, NCSS brings together government leaders, senior executives, cybersecurity professionals, industry experts, academics and law enforcement agencies to discuss emerging threats, share best practices and strengthen collective cyber resilience.
