INTAN and Huawei Malaysia Collaborate to Drive Digital Transformation in the Public Sector

Empowering civil service excellence through innovation, leadership, and strategic collaboration

In a significant move to future-proof Malaysia’s public sector, the National Institute of Public Administration (INTAN), under the Public Service Department (JPA), has officially joined hands with Huawei Technologies (Malaysia) Sdn Bhd to fast-track digital transformation across government institutions.

This strategic partnership, sealed through a Memorandum of Understanding (MoU), is designed to strengthen digital leadership and enhance the readiness of civil servants to respond to today’s increasingly tech-driven environment. By combining public sector expertise with cutting-edge industry solutions, the collaboration is poised to elevate service delivery and boost the resilience of government systems.

As part of the collaboration, key programmes such as the Digital Leadership Excellence (DLE) Programme, Seeds for the Future, and the Huawei ICT Academy will be leveraged to upskill talents and encourage active cross-sector innovation. The DLE’s second cohort was recently welcomed at INTAN, coinciding with a vibrant Raya Open House a symbol of unity, growth, and forward momentum.

INTAN Director, Datuk Dr Mohd Zabri bin Yusoff, affirmed the institution’s commitment to innovation, saying, “At INTAN, we believe that digital readiness is fundamental to national progress. Through our partnership with Huawei, we aim to arm civil servants with the right mindset, tools, and expertise to lead Malaysia into a digitally empowered future.”

Huawei ASEAN Academy Vice Chancellor, Mr Oliver Liu, echoed this sentiment: “Huawei is proud to support Malaysia’s public sector transformation journey. By integrating our technological strengths with INTAN’s training legacy, we are cultivating a new generation of digital-ready leaders who can deliver more personalised and impactful services to citizens.”

Under the MoU, Huawei Malaysia will contribute its advanced digital know-how, including talent development frameworks, curated content, and strategic guidance for public sector digitalisation. Meanwhile, INTAN will bring its extensive policy expertise, robust training infrastructure, and leadership network to maximise impact and outreach.

Beyond classroom learning, the collaboration aims to spark innovation at scale through initiatives like Seeds for the Future and the Huawei ICT Competition. These platforms will not only recognise fresh ideas and breakthrough digital solutions, but also nurture young talents and connect them with senior government leaders. Huawei will provide technological mentorship and evaluation support, while INTAN will facilitate participation and help champion success stories within public administration circles.

This joint effort aligns with the Malaysian government’s vision to become a high-tech nation by 2030. A digitally fluent civil service is vital in closing the digital divide, driving economic competitiveness, and ensuring inclusive growth for all Malaysians.
